Banned accounts cannot sign in, so an appeal arrives by phone verification alone — the person proves they own the account without getting access to it.
Every moderation system makes mistakes; one with no appeal path turns each mistake into a permanent, unreviewable ban. One open appeal per person and a 14-day cooldown after a denial keep it from becoming a channel to re-argue daily, which would bury the genuine mistakes it exists to catch.
